Between Samaritans and States This book examines the difficult ethical quandaries faced by humanitarian non-governmental organizations (INGOs). The book argues that the key to recognizing these predicaments and identifying that both politically and ethically, INGOs occupy a middle ground between the individual good Samaritan, and full-fledged conventional governments.
