During the pre-liberalization period (1847-1991) in India, the Economic policy was inward looking, regulated, monopolistic and non-competitive. But during 191-1996, the congress government headed by Narasimha Rao formulated a strategy about to change economic policy regrading business licenses and permits, as also its attitudes towards multi-national companies operating in India.
