Inspite of our interventionist-planning frame distortions in planning have become our way of planning in actual process. Another question are : why have the government of 'Garibi hatao' and government that worked motto failed on their arrowed fronts/ Whether we start or development planning from above, top-down or from below, bottom-up, in fact to meet the objectives? What are the regions for yawning the gap between the rich and the poor, the urban and the rural, the organised and unorganised sectors, the advanced and the backward regions?
